LCORE stands for Promotion of Least Cost Renewables in Indonesia. The LCORE project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and implemented by the GIZ Renewable Energy Program Indonesia in cooperation with the Indonesian Directorate General of New and Renewable Energy and Energy Conservation (DG-NREEC).

LCORE promotes the use of renewables in areas where renewables can be applied cost efficiently. In this context, LCORE operates in three fields of activities: (1) utilization of biomass waste from the agricultural industry for power generation, (2) replacement of diesel fuel through grid-connection of renewables as well as (3) new application and models for off grid renewables.

The project is part of the International Climate Initiative (ICI). BMU supports this initiative on the basis of a decision adopted by the German Bundestag.

To improve renewable energy development in Indonesia, the Ministry of Energy and Mineral Resources (MEMR) through Directorate General of New Renewable Energy and Energy Conservation (DG NREEC) launch guidelines on renewable energy sector, resulted from the energy cooperation with Germany, on Monday, 19 August 2015 at 4th EBTKE ConEx 2015 in Jakarta Convention Center (JCC), Jakarta.
The renewable energy guidelines on biomass/biogas power project in Indonesia (2nd edition) is updated according to the Ministerial Regulation – PERMEN (ESDM) no. 27/2014, which was issued specifically to incentivise biomass/biogas power plant project development. The RE Guideline highlights administrative procedures including requirements for project developers and investors, list legal and regulatory provisions as well as necessary permits. The guideline identifies country-specific challenges for project development, and give information on how to obtain financial closure. The RE Guideline is designed as close as possible to the needs of project developers and potential investors, to promote transparency and clearness in the RE projects’ pathway. It leads through the various procedures and help identifying risks embedded in each steps, so that proper mitigation measures can be designed and implemented.
